Objectives and Challenges
The objective of the assistance measure is to strengthen the capacities of the Jordanian Armed Forces, thereby contributing to Jordan’s stability and national security and to the protection of the civilian population, through support for the units responsible for securing Jordan’s northern and eastern borders.
To achieve this objective, the assistance measure funds the acquisition of equipment in the following domains, which are not designed to deliver lethal force:
- Detection and countermeasures equipment;
- Ground surveillance equipment;
- Engineering equipment;
The assistance measure also funds related supplies and services, including technical training, where necessary.
Project Overview
The European Union and Jordan have a long-standing partnership, anchored in the 2002 Association Agreement and the priorities of the EU-Jordan Partnership for 2021-2027, within the framework of the European Neighborhood Policy.
On 15 July 2024, during the 15th EU-Jordan Association Council, both parties agreed to deepen their cooperation, particularly in the field of security and defence. This led to an official request from Jordan on 29 September 2024 for EU assistance through the European Peace Facility (EPF) to strengthen the capabilities of the Jordanian Armed Forces (JAF). The assistance measure aims to help Jordan secure its borders, particularly in the northern and eastern regions, which are crucial for the country’s stability. This assistance measure complements and builds on the assistance measure adopted by the Council of the EU in 2023 ((CFSP) 2023/384).
The adoption of this assistance measure is part of the deepening of security and defence cooperation between the EU and the Hashemite Kingdom of Jordan. It aims to support the units in operations in charge of securing the Northern and Eastern borders of Jordan.
In January 2025, Jordan and the EU agreed to upgrade their relations to a strategic and comprehensive partnership. A joint declaration was signed during King Abdullah II’s visit to Brussels on 29 January 2025.
