1. Description of the contract
The aim of the project is to ensure the supply and delivery of fuel and lubricants to the Multinational Joint Task Force’s nautical bases, so that the MNJTF’s boats can patrol Lake Chad and intervene rapidly in conflict zones. To this end, delivery and storage zones have been identified, as well as storage capacities for each MNJTF unit.
The main objective is to implement, as soon as possible, a monthly delivery of nautical fuel and lubricants for boat engines, to the MNJTF’s nautical bases, taking into account current storage capacities and the MNJTF’s needs. In the near future, these storage capacities will be extended to increase delivery volumes.
2. Number and titles of batches
The expected service consists of the supply and delivery, within the agreed deadlines, of a volume of fuel defined by MNJTF and up to 30,000 liters of petrol, to each MNJTF site, each month, until December 2025. The precise volume will be defined on a monthly basis by the sending of a purchase order adjusted according to the storage availabilities transmitted by the MNJTF.
These services concern the following batches:
Batch 1: Supply and delivery of petrol and lubricants (oils) to the Bibi nautical base (Chad).
Batch 2: Supply and delivery of petrol and lubricants (oils) to the Blangoua nautical base (Cameroon).
Batch 3: Supply and delivery of gasoline fuel and lubricants (oils) to the Fish Dam nautical base (Nigeria). In the event of unavailability or inaccessibility, delivery must be made to MNJTF Sector 3 Headquarters in Baga.
Identical terms and conditions for the 3 batches:
- Fuel supply :
- Type: SP 95 gasoline (or SP 91 for Nigeria)
- Quantity: up to 90,000 liters monthly
- Supply of ingredients :
- Type: Yamalube 10 W 40 engine oil
- Quantity: up to 900 liters monthly
- Type: Gearbox oil SAE 90 API GL4
- Quantity: up to 300 liters monthly
- Frequency :
- First deliveries: from November 2024
- Last deliveries: December 2025
- Frequency: monthly deliveries to each site
CONDITIONS OF PARTICIPATION
3. Eligibility and rule of origin
Legal entities may not participate in the competitive bidding process, nor be awarded a contract, if they:
- a) Are bankrupt or being wound up, are having their affairs administered by the courts, have ceased trading, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
- b) Are the subject of a declaration of bankruptcy, liquidation, judicial settlement or any other similar procedure provided for in national legislation or regulations;
- c) Have been convicted of an offence involving their professional conduct by a judgment which has the force of res judicata (i.e. against which no further appeal is possible);
- d) In professional matters, have committed serious misconduct;
- e) Have not fulfilled their obligations to pay social security contributions in accordance with the legal provisions of the country in which they are established;
- f) Have not fulfilled their tax payment obligations in accordance with the legal provisions of the country in which they are established;
- g) Have been guilty of serious misrepresentation in providing the information required by DCI for participation in a contract;
- h) Act as front companies created to conceal financial transactions and/or launder the money of one or more other companies.
- i) In connection with any other contract with DCI, have been declared to be in serious breach of contract for failure to comply with their contractual obligations;
- j) It has been established by a final judgment that the company is guilty of any of the following:
i. fraud, as defined in Article 3 of Directive (EU) 2017/1371;ii. corruption, as defined in Article 4(2) of Directive (EU) 2071/1371;iii. conduct linked to a criminal organization as referred to in Article 2 of Framework Decision 2008/841/JHA of the Council of the European Union;iv. money laundering or terrorist financing within the meaning of Article 1(3), (4) and (5) of Directive (EU) 2015/849 of the European Parliament and of the Council;
v. terrorist offence or offence connected with terrorist activities, as defined respectively in Article 1 and Article 3 of Council Framework Decision 2002/475/JHA, or incitement to commit an offence, complicity or attempt to commit an offence as referred to in Article 4 of that Decision;
vi. Child labor or other forms of trafficking in human beings as defined in Article 2 of Directive 2011/36/EU of the European Parliament and of the Council.
Point a) does not apply in the case of the purchase of supplies on particularly advantageous terms, either from a supplier definitively ceasing trading, or from the liquidators of insolvency proceedings, through an arrangement with creditors, or under a similar procedure provided for by national law.
DCI excludes any company:
- Where a legal person who is a member of the administrative, management or supervisory body of that undertaking or who has powers of representation, decision-making or control in relation to that undertaking is in one of the situations referred to in points c) to i);
- Where a legal entity which is indefinitely liable for the debts of the said undertaking is in one of the situations referred to in a) or b);
- When a legal entity that is essential to the award or execution of the legal commitment is in one of the situations referred to in points c) to i).
The candidate/bidder must sign a declaration on their honour that they are not in one of the above categories.
Also excluded are bidders or subcontractors established in countries under European Union sanctions.
4. Number of bids
Bidders may bid independently for a single batch or for several batches. Each batch must be the subject of an independent price offer.
In fact, bidders are authorized to submit several bids, as long as they correspond to the technical requirements.
5. Admissibility
To be admissible, bids must be accompanied by the original of:
- A general presentation of the company ;
- A copy of your legal registration with a commercial register or equivalent body;
- A presentation of your services and (products) and your CSR and occupational health and safety policy;
- Customer references for services carried out on the same type of project, particularly in the defense and armed forces services sector;
- Civil liability insurance certificate;
- Certificate that the company is not in receivership or liquidation proceedings;
- A certificate of due diligence issued by the collection agency responsible for the bidding company, stating that you are up to date with all your social security obligations;
- The bidder will provide proof that it is duly authorized to supply, in the country to which they are to be delivered, fuel and lubricants as indicated in its bid.
6. Subcontracting possibilities
Subcontracting is not permitted.

Non applicable.
8. Information meeting and/or site visit

9. Validity of offers
Bids are valid for a period of ninety (90) days from the deadline for receipt of bids.
10. Planned contract starting date
Notification on November 11, 2024 for a contract start date of November 27, 2024.
11. Task implementation period
The deadline for delivery of fuels and lubricants is December 31, 2025.
SELECTION AND AWARD CRITERIA
12. Selection criteria
Once the bids have been opened, the committee will examine the admissibility of the bids (criteria listed above).
Admissible bids will be scored according to the following criteria:

The bid price score will be determined by comparison with the bid of the candidate offering the lowest price, according to the following formula:

The price score is established on the basis of 100 points, and weighted by a coefficient of 65%.

13. Award criteria
Provided that the bidder meets the selection criteria and its bid is fully compliant, the award criterion will be the lowest price. DCI will open the bids submitted by the tenderers and score them on the basis of the weighted criteria set out in article 13, in compliance with the admissibility requirements set out in article 6.
Tenderers will be notified of any elimination due to the inadmissibility of their bids, and informed that they have a right of appeal.
Each candidate will be given an overall score out of 100. Compliant bids are ranked according to the following formula, in descending order of score:
Final score = P x 65% + VT x 35
The highest-ranked bid (i.e. the bid with the highest final score) will be selected, subject to the provisions of the following article.
DCI will notify unsuccessful candidates of the rejection of their bids, informing them that they have 15 working days in which to lodge a complaint with DCI.
SUBMITTING AN OFFER
14. How do I obtain the tenders documents ?
The service provider must request the NDA (non disclosure agreement) from service.achats@groupedci.com.
The call for tenders will be available in electronic format on the online call for tenders tool WSS once the NDA has been received. Any questions concerning this invitation to tender must be sent in writing to the following address: service.achats@groupedci.com (please specify the purpose of the call for tenders) at least fifteen (15) days before the deadline for submission of tenders set out in point 16. DCI will respond to questions on October 25, 2024. DCI may have to modify the present timetable and will notify candidates in writing electronically on the WSS online platform.
15. Deadline for submission of bids
The deadline for submission of bids is: November 1, 2024 at 12:00 p.m. (Paris time zone).
Any offer received after this deadline will not be considered.
