PROJECT DESCRIPTION

1. Contract Description

This contract aims to carry out the construction works for adapting the BLANGOUA (BG) naval base in Cameroon for the benefit of the Multinational Joint Task Force (MNJTF). The main objective is to complete the works, including the delivery of the fuel tank, before the rainy season of 2025, taking into account the site’s specific climatic constraints, and in accordance with the needs expressed by the MNJTF.

2. Number and Titles of Lots

The contract consists of two distinct lots:

  • Lot 1: Installation of a fuel tank and suggestions.
  • Lot 2: Renovation of the existing pontoon and supply of maintenance materials.

Bidders have the option to respond to one or both lots. The DCI Group may select a single bidder for all lots or two separate bidders.

PARTICIPATION CONDITIONS

3. Eligibility and Rules of Origin

Entities that are in one of the following situations are not eligible to participate in the bidding or to be awarded a contract:

a. Entities that are bankrupt, in liquidation, undergoing judicial settlement, ceasing activity, or in any similar situation resulting from an analogous procedure under national legislation and regulations;
b. Entities subject to a bankruptcy, liquidation, judicial settlement, or any similar procedure under national legislation;
c. Entities that have been convicted by a final judgment (i.e., one for which no further appeal is possible) for any offense related to their professional conduct;
d. Entities that have committed serious professional misconduct;
e. Entities that have failed to meet their social security payment obligations according to the legal provisions of the country in which they are established;
f. Entities that have failed to meet their tax obligations according to the legal provisions of the country in which they are established;
g. Entities that have been seriously guilty of false declarations in providing the information required by DCI for their participation in a contract;
h. Entities that are “shell companies” created to conceal financial transactions and/or launder money from one or more other companies;
i. Entities that, in the context of another contract with DCI, have been declared in serious default due to non-compliance with their contractual obligations;
j. It has been definitively established by a judgment that the entity is guilty of one of the following:

  • i. Fraud, as defined in Article 3 of Directive (EU) 2017/1371;
    ii. Corruption, as defined in Article 4(2) of Directive (EU) 2017/1371;
    iii. Activities related to a criminal organization as outlined in Article 2 of Framework Decision 2008/841/JHA of the Council of the European Union;
    iv. Money laundering or terrorist financing as defined in Article 1, paragraphs 3, 4, and 5, of Directive (EU) 2015/849;
    v. Terrorist offenses or offenses related to terrorist activities as defined in Article 1 and Article 3 of Framework Decision 2002/475/JHA of the Council, or incitement to commit an offense, complicity, or attempted offense as specified in Article 4 of said decision;
    vi. Child labor or other forms of human trafficking as defined in Article 2 of Directive 2011/36/EU of the European Parliament and the Council.

Point a does not apply in cases of the purchase of supplies under particularly advantageous conditions from a supplier ceasing business permanently, from the liquidators of an insolvency procedure, via a judicial settlement, or under a procedure of a similar nature provided by national law.

DCI excludes a company:

  • When a person in the company’s administration, management, or supervision, or one with powers of representation, decision, or control, is in one of the situations referred to in points c) to i);
  • When a legal entity that is indefinitely liable for the debts of the company is in one of the situations referred to in points a) or b);
  • When a legal entity essential for the award or execution of the contract is in one of the situations referred to in points c) to i).

The candidate/bidder must sign a declaration confirming that they are not in any of the aforementioned categories.

Bidders from countries under European Union sanctions are also excluded.

4. Number of Offers

Bidders may submit an offer that also includes options, provided they meet the technical requirements.

5.Eligibility Conditions

To be considered eligible, the offers must be complete as required in Article 4.1 of the Consultation Rules.

6. Subcontracting Possibilities

Subcontracting is allowed, subject to approval by DCI, the contracting authority.

7. Performance Guarantee

No performance guarantee is required under the contract. However, DCI may not be invoiced for the last five percent of the total contract value until the warranty period for the Works has ended, which is six (6) months after the acceptance of the Works. If any deficiencies are found within six months of acceptance, DCI may withhold the final five percent, after notifying the contractor, and the contractor cannot claim this amount for any reason.

8. Information Meeting and/or Site Visit

Candidates must familiarize themselves with the worksite and any potential constraints before submitting their offers. Therefore, a site visit is mandatory. Offer eligibility will depend on the submission of a site visit certificate signed by the contracting authority. The details of this visit will be arranged with the representative of the project owner. A certificate of visit must be included in the offer.

9. Offer Validity

Offers are valid for ninety (90) days from the deadline for submission of offers.

10. Expected Start Date of the Contract

Notification in early March 2025 for a contract start in March 2025.

11. Project Implementation Period

The maximum execution period from the contract signature date is five (5) months, including a one (1) month preparation period.

SELECTION AND AWARD CRITERIA

12. Selection Criteria

After the opening of the offers, the committee will assess the eligibility of the offers (criteria listed above). Eligible offers will be rated based on the following criteria:

2 – Adaptation of the need 100 points 35 %
3 – Company capacity 100 points 10 %

 

1st Criterion: Price of services as per the DPGF (Score out of 100, weight 55%)
2nd Criterion: Adaptation to the need (Score out of 100, weight 35%)
3rd Criterion: Company capacity (Score out of 100, weight 10%)

13. Award Criteria

Subject to the bidder meeting the selection criteria and full compliance of their offer, the award criterion will be the highest total score. DCI will open the bids and score them based on the weighted criteria in Article 12, following the eligibility requirements set out in Article 5.

Bidders whose offers are deemed ineligible will be notified and informed of their right to challenge the decision.

Each candidate will be assigned a total score out of 100. Compliant offers will be ranked by applying the following formula and in descending order of score:
Final score = P x 55% + VT x 35% + C x 10%
P = Price
VT = Technical value
C = Company capacity

The highest-ranked offer (with the highest final score) will be selected, subject to the provisions of the following article.

DCI will notify unsuccessful candidates of the rejection of their offer and inform them of their right to submit a complaint within 15 working days.

SUBMITTING AN OFFER

14. How to Obtain the Tender Documents?

The supplier must request a confidentiality agreement at the following address: service.achats@groupedci.com.

This confidentiality agreement must be signed and returned no later than January 30, 2025, at 18:00 Paris time, to DCI’s procurement service (email above), as per the schedule in Article 5 of the consultation rules.

The tender documents will be accessible via the WSS online tool once the confidentiality agreement has been received. Any questions about this tender should be submitted in writing to service.achats@groupedci.com, specifying the tender subject, at least ten (10) days before the offer submission deadline mentioned in Point 15.

DCI will respond to questions on February 10, 2025. DCI may adjust the schedule and will notify candidates in writing via the WSS online tool.

15. Offer Submission Deadline

The deadline for submitting offers is February 19, 2025, at 12:00 (Paris time).
Any offer received after this deadline will not be considered and cannot be evaluated.

16. Offer Opening Session

February 21, 2025 (Paris time).
